Under communism, no-one is allowed to criticize the government, and there is no free press, so there is no-one to expose state-sponsored industrial pollution. This is why the Central Asian state of Kazakhstan, formerly one of the Captive Nations of the Soviet Empire, the USSR, is one of the most polluted nations in the world, much of it a toxic consequence of years of decrepit Soviet-era heavy industry.
